Sources: Pottstown Crime Rate Among Highest in PA

 

A recent Patch poll asked Pottstown residents what keeps the town from success. With crime ranking among the top concerns, it is worth taking a closer look at just how bad crime is in Pottstown.

Multiple crime-reporting analytics websites rank some crime in Pottstown higher than Philadelphia, Allentown, Reading, Roxborough, Coatsville, Norristown, West Chester, Quakertown, Conshohoken, Phoenixville, Royesford and King of Prussia.

When compared to cities across the nation, property crime in Pottstown ranks higher among Los Angeles, Chicago, New York, Philadelphia and Compton - according to one analytics site.  A second site ranks Pottstown with a general crime index higher than those cities.

It is unfortunate that the crime rate will increase over the summer months because we failed to plan immediately after last summer ended to make available job opportunities for our youth. Very little talk or planning has taken place during the winter months about summer job, intern, training or other work opportunities for our youth.
There are many things our leaders could have done to prevent this annual last minute rush to find jobs for our youth. We have outstanding State elected officials representing this city including John Rafferty and we have not at least to this reader, there has not been meetings with he or our other elected officials and business leaders about work possibilities.
So we will put additional pressures on our over worked police officers to maintain discipline and prevent crimes in our community when we could have planned for the summer of 2012 9 months ago.
Don't blame the children and youth for our poor planning. Don't blame the teachers and don't blame the parents, we have to look to our elected and appointed leaders to be more effective.

No one is safe anymore, therefore every sector is a stakeholder in this effort to provide opportunities that lead to learning as well as financial gains.

John, one possible answer is for every one in the community to recognize that societal ills effects everyone. Agreeing on this point we can have a meaningful meeting with the business leaders, education leaders, community leaders, clergy, parents, elected officials or their designees representing each branch of government, and of course student representatives.
At this 11th hour we have to agree on a targeted group most at risk for idelness and implement the appropriate programs that not only provide fun, games, work and learning. To give an example, if our aim is to provide work but also to prevent delinquent, disruptive, and future dropouts, we should target the middle school age to 10th grade students. If day camp or overnight camps are provided, a work/ training program (receive minimum wages in meaningful jobs) can be implemented as well as tutoring in Math, Sciences and Reading comprehension which seems to cause many of our inner city students to get behind.
We know that government has little to no extra money, therefore the private sector has to make the investment that will prove dividends for everyone in the short and long term survival of our community. There is so much more I can say but this space will not provide adequate dialogue. I will add that the meeting I invision is not a typical do good, feel good meeting. It is led by a proven and effective leader who understands how to inspire activisim and get results.

Very good article Tom! Wesley, what you propose is on track for a long-term, sustainable solution.

What we see in the core neighborhoods are very young, single mothers who are not necessarily from this area. Coming from Philadelphia, Reading, (and points beyond), it has been said that MontCo Voucher Housing encourages them to move into this part of Pottstown that they refer to as "the square." This was told to me by a young man from Philadelphia who was once receiving a voucher for his family. He arrived here only to find that he could not, in good conscious, raise a family in the inadequate housing and drug infested neighborhood.

Summer before last there was talk in the press of drug dealers competing for territory, (the summer of extraordinary violence), it was also said that these young mothers are wooed by the dealers, ultimately providing them with shelter and a base of operation from their subsidized apartments. We've seen this in action. There can be upwards of 4 or 5 young male drug dealers residing with each young woman. Enabled by a system that has no real checks and balances as well as absentee rental property owners who, as long as the rent money flows, do not check up on their properties or develop a relationship with the tenants. The onus becomes that of a community ill equipped to deal with it alone. I contend that dealing with housing issues, expediently, is essential and can make an immediate impact.

I agree with you and others that the entire community has a stake in Pottstown not becoming another Norristown, Chester or worse Phila. This is why I say that every sector has to participate in this urgent crisis. Educators who work in the community can no longer say, "I'll teach my classes and leave this community at the end of the day and go home." They are spending at least 6 quality hours with our students and must realize that what takes place in the community spreads into the classroom. I listen to many students in the middle school and high school and they want to be productive and want to learn but our academic structure is so rigid, much like the church order of service that we dare not allow practical and lived experiences to interfere with our daily routine. It does not matter that we have students sitting in the classroom who are not getting what you are talking about because they saw their mother shooting up drugs or their stepfather abused them or they did not even see their mother. It is the same with a pastor who feels he or she can just prepare a message and deliver it and thier job is done. Yet, they have not met the needs of the congregats.
Trust me, it is not a hard problem to cure. As you know, it takes a commitment and a dose of reality. Unless we are prepared to add more dollars to public safety for police officers, we better learn to make things happen now.

After giving much thought, to this topic, I believe there are three main areas of foucs that leads to reduced crime. First, there must be a strong tax base. This would include homeowners who pay taxes necessary to assist with local budget needs especially in education. This leads to the next need which is good schools because if the city expects new homeowners and typically we are speaking about young and newly married individuals or single upward mobile individuals, many will have children and want to send them to public schools if they are good and provide an quality education.
The third need is a strong, interpersonal and committed public safety department with many of the officers and fire fighters residing in the community of which they are employed. Fourth, you need to have a progressive municipal government that employes individuals who are not relativies or friends but the best qualified to carry out their responsibilities. A cruical person is one who knows how to procure grants to assist the needy and impoverished families in our communities. As the Bible says, "The poor shall be with you always." We have an obligation to take care of the needy but not to produce any.
These are a couple of points that come to mind that will assist in reducing crime.

Procuring for the needy and impoverished in Pottstown is one thing that the churches and worthy non-profits do well. Asking for a return on investment vis a vis giving some of their time to help raise up the community - not so much. Giving without expectation is a slight to people in need, it fails to address a basic requirement, shared by all human beings, to feel needed, valued for their contributions and to be involved with others, connected to a common cause that is greater than one's self. To give back.

If I could add one thing to your list, Wesley, it would be that the churches and organizations who serve would bring their benefactors into the fold of activities that would strengthen the bonds of our neighborhoods and our community. Working together to keep the streets free of trash/debris, to help keep our kids safe, help an elder with minor home maintenance, in other words to return, in kind, the goodness of a community that does so much to make the lives of the poor better. Whatever that looks like from the vantage point of the churches and other organizations, the poor also need to be given the opportunity to nourish their hearts and souls through acts of kindness and a sense of belonging. Expecting nothing of them is a disservice and limits their ability to aspire for better things.

Amen to your comments. What happened to us? We were once, at least when I was a little boy growing up in the projects of Harrisburg, a caring people. We took care of the elderly and teachers, preachers, police officers and community leaders were well respected in our communities. If we are going to survive as a people, we must find a way to return to what made us great.

To all posters: My sentiments on landlords are not from my real work experience that I am jaded. They are from my life experience. I would love a Golden Cockroach in my neighborhood in Lower Pottstgrove. As in Pottstown were I lived for 17 years and my children still live the neighborhoods are scourged by landlords who ride the section 8 bus. They ruin our values, our great manicured areas and places we work so hard to keep nice and then they live in nice homes out of this area. As far as comments go about me and any council person, wha???. If you really knew me, you would know that council does not rule or influence anything I say or do. They are my masters for my job, however not for my mouth or my mind. That is my own. I reserve any comments I make for my experience as living all these years in Pottstown and LP in and around investors who rent to the most unfortunate and lowly of people. The attitude of investor types is that we owe them,, while my character says I owe nothing to someone who already attains alot from the system. I work two and three jobs to attain what I have, I owe inveistors not one darn thing. I live and work with you and if one day the almighty gauntlet comes down from the council and I no longer do well I am a survivor and my brain and my character will lead me on to other things. I will always have my opinion and the character to state it. Have a great day.

You represent the Borough inside and outside of work no matter of your beliefs. It is ashame to hear a Borough of Pottstown employee pubilcally shows bias against landlords. Landlords that have done nothing wrong. It is not a crime to rent to a section 8 family. Are you discriminating against the poor? single parent? those in need? Or are you just discriminating against the unfortuanate and lowly section 8 people as your comments state? It is unfortunate you feel people who are not like you are lowly. Could they be in a bad situation? Could a section 8 tenant be diasbled? I think if you really feel this way you should resign from your position on Monday. Council needs to know REALLY how you feel. Is this the attitude of ALL of the Borough employees? Is there discrimination against landlords that need to be addressed in another $700,000 lawsuit?

Deb Campbell - HenryEvans, It is against the law to rent to anyone, (Section 8 or otherwise), neglect them & your property. It is against the law to rent to anyone who disrupts another's quiet enjoyment of their own property or rental unit. It is unmistakably stupid to rent to drug dealers & other criminals, risking exposure to a multitude of lawsuits, this fact is dismissed by predatory landlords. While renting to sex offenders in a certain distance of schools is a heinous act of ignorance and defiance, also illegal. There are laws on the books and case history to back them up.

Take nothing for granted Deb. Your continued threats of $700,000 lawsuits against the Borough have lost your desired effect of shutting anyone up, isn't that obvious to you?

The revised rental ordinances and enforcement send a clear message that the Borough is pulling in the reigns on slumlords. Is that message too subtle for you Deb? The real shame is not that a Borough employee spoke up but that any Borough employee or elected official would not feel free to state their opinion of the rape and pillage of this community, after all, they are the ones that pick up the pieces and have to smile at people like you every day. On duty, they may be obligated to make heroic efforts to be polite, but it would be a mistake to regard their decorum as approval for the illegal actions that negligent investors have plied in Pottstown. It's clear - we'll "take it on the chin" no more. Wise up.

That's a foolish statement Bill J. In essence, you are saying that this organization promotes incompetent rental property management - networking within it's ranks with regards to the "ins and outs" of skirting their legal and financial obligations?

That question is redundant. The answer is evidenced by the conditions of the rental housing and the multitudes of public websites that chronicle landlords liens and mortgage defaults in Montgomery County.

This is an association, then, who's philosophy is out of sync with the changing landscape at both the state and local levels. Be aware, Bill J, that your belligerent assumption that Pottstown is going to "take it on the chin" because you or your affiliates say we will doesn't take into account the strength and determination of this community and the quantative increase of support that we are receiving.

The longevity of The Western Montgomery Landlord Association might well be contingent upon their adaptability and motivation to inspire their membership to meet their highest potential and their obligations.

The comments demonstrate that we are all concerned about the community in which we live and serve. There has to come a time when we stop blaming each other and look beyond fault and resolve needs. We agree there are problems and we should also agree that sincere people without hidden agendas and protection behavior, can come together and arrive at decisions that benefit every stakeholder. In other words, when and if a "Resove the Problem" meeting is held, each attendee should agree to leave their ego (position, sociol economic status, education, etc.) at the door. We each come in humility regardless of fault to began building effective bridges that breaks down and through barriers.

To give you a little background, the landlords attended a Borough meeting a few years ago about the new rental ordinances. The concerns of the landlords fell on deaf ears. Ever since, the landlords have organized and are stronger than ever. The landlords no longer support Pottstown like the past. No more donations to the fire company, no more help on clean up day to name a couple. We have no reason to help the town because the leaders of the town decided to make decisions on a topic they were not educated in. Since this decision we have seen Pottstown housing prices plummet, landlords selling, few new landlords coming to town, and generally the town going down the tubes. Until the Borough manager is changed and council adopts a new attitude to landlords, we will just sit on the sidelines renting more and more homes to section 8 tenants. Golden cockroach is toxic for the town. There are pending lawsuits which will financially cripple. This day could not come soon enough, but we are ready to fight until we win. Remember the ones with the gold make the rules.

Your thought, Wesley, is well received albeit slightly misdirected. In the comments left here by Bill J., The Bible is about me, Helen J, and Bettylou you are witnessing a complete lack of humility of one, maybe two, Pottstown rental real estate investors. Their motus operandi is to read the posts on the Golden Cockroach Facebook page then comment as sordid aliases, (hundreds of them), beneath articles on the Patch. These comments may or may not relate to anything discussed in the article. They are practicing amateur cyber-bullying.

Again, let me be perfectly clear - there ARE very good landlords in Pottstown who I believe share our concern for the community. There are many many who are sincerely interested in protecting only one thing - their bottom line. These investors don't consider themselves "stakeholders" in our community, more precisely, they are STEAK holders and wish to remain so with no interference from the peanut gallery, (me, you, the borough, the judges, PA state, Section 8 - anyone).

If and when a "Resolve the Problem" meeting is held, you won't see them in attendance because they don't live in Pottstown ... but their egos are smeared on the broken doors of the dangerous rental properties they peddle in our community, both voucher housing & market rentals. Their only "need" is to retain their rental income, unfettered by messy laws, violations or blogs. They don't like the Cockroach for telling the truth and they think you are boring too.

Can you believe the pizza shop is going out of business because they don't care about their bottom line. No small business should care about their bottom line. Let everyone tell the pizza owner how to make pizza and what to charge. Only sell pizza to people that resemble the leaders of the town. No poor, minorities, out of towners, welfare recipients are allowed to buy pizza. The leaders of the town never owned a pizza shop but they are telling every pizza shop how to operate their business. Oh well, another empty business in Pottstown. With all these empty businesses where will you eat. There is hope. An individual who never owned a pizza shop, owes the Borough money, doesn't work, lives in the ghetto, has all the answers. The town is saved. Let's rejoice.

Pottstown clean up day on Saturday. Beautiful day. The Mercury said a few dozen people showed up. Let's say 36 people from a town of 20,000. Let's say there are 600 landlords in Pottstown. Zero participated. You activists and Borough leaders sure know how to bring the community together. You all are failures. When the landlords organize we get 60-85 people on a Thursday night every month. This is organization.

Thanks. We think 10% of the total landlords in Pottstown is impressive since less that 1/3 actual have been solicited to join. Just imagine when the other 2/3 are contacted. Watch out. Out of a town of 20,000 you get 6 people (pictures in the Mercury to prove it) to protest on King Street. How depressed are you to constantly lose every battle you wage? What went wrong in your life to be over 50, no job, live in the worst section of town, uneducated, etc, etc? Don't you see 98% of your peers have a better life than you. What do your High School classmates think of your pitiful situation? Do you lie to your family to make yourself feel better?

Willie T. Day, owner of 175 N. Evans St., and 554 King St. On May 3, 2012 the borough commenced to put a municipal lien on the King St. property. Tenants say he's not paying his water/sewer/trash bills AND one of his tenants, is a Section 8 pay. Notice has been given prompting a Section 8 inspection...boy will they be surprised, but then again, maybe not.

The cumulative neglect and cavalier comments to his tenant about "gambling" the gov't check 'cause he doesn't really need the money....WOAH fella. I guess that's where the practiced "poker face" comes from whenever the tenants ask for necessary repairs.

I good friend of mine is moving to Pottstown from Buffalo & he will buy rentals in Pottstown. I'll tell him of your blog & not to be on it.
BTW-Who is the "person" feuding w/ you? Seems "nutty". Good luck w/ your blog.

Thanks again David!! It does require a good amount of time and effort to research, investigate and write the blog. But when I am contacted by someone who needs help, IT IS SO WORTH THE EFFORT. The person you consider "nutty" is Deb Campbell. She, and her former partner, Doug are defaulting on over $2,000,000 worth of income properties between here and Norristown, (see home page on blog). Additional liens for taxes and municipal fees push that figure even higher.

Deb considers herself the spokeswoman for the Western Montgomery County Landlord Association and slumlords/ladies throughout Pottstown. Because there is so little to defend, she tends to repeat herself about what she perceives to know about me, which is very little, as it turns out.

I understand your reservation about posting. When your friend gets to town, if he does good work and has a responsive management style, I'll feature him on the "Good Guys" to rent from page, (under development). There are very many responsible, working people looking for NICE housing - beyond meeting basic codes requirements. I am not an attorney but I know a very good, very fair legal eagle, should you ever have need of one.

You know David, classes would be a great idea. MontCo Community College offers Landlord classes. I have encouraged the borough to think about rewarding landlords for getting their certificate. It's working nicely in many other communities. For example: http://www.portlandonline.com/bds/index.cfm?c=31887

I can't put my finger on it at the moment, but there are communities that require rental investors to put up say, $2000.00 security deposit with the municipality. If they take the course they get all but the cost of the Rental license back after 1 year of responsible business operation, (a probationary period), ie: no liens, no cop calls, happy tenants happy neighbors, etc. If they don't want to take the course, the town holds onto that money so they can cover their costs up front, like clean and lien, excessive police services, etc. That way they aren't chasing the deadbeats down, costing even more money, to be paid back for the unnecessary drain on taxpayer resources. When that money runs out, re-evaluate what the landlord has contributed to the community and renew or reject rental licenses based on performance.

As it is now, an alarming number of landlords are also real estate agents, working with the big name agencies. You would think they would have a grip on best business practices - right? Wrong.

The Borough does not have the guts to do anything else against the landlords. $700,000 permit lawsuit pending and other pending lawsuits makes the Borough quiver like a baby. Heads will roll when the $700,000 lawsuit is settled.

Mr Gibson and others, when will you learn. You have been backing the wrong horse in Pottstown. Instead of backing the poor, uneducated activists why don't you open your ears to the landlords. We told you what was going to happen to the town a few years ago when you didn't listen to us and wrote the rental ordinances. How did we know the town would go down the hill quickly? Because we are educated and can see the writing on the wall. When will the Borough council and Borough Manger swallow their pride and make nice with the landlords? Landlords that own 45% of the properties in Pottstown. Your way isn't working so it might be time to call in new ideas from the largest group of business owners in Pottstown. Is pride going to get in your way? Is Borough Council willing to go down with the ship?

Just curious, what kind of an education does one need to put the screws to the American taxpayers and struggling communities when defaulting on mortgages, taxes and municipal fees for income properties? Or, for that matter, what kind of education is needed to become adept at neglect? It doesn't seem like pride is standing in the way for much of the 45% of rental property owners here, the borough leaders have no need to grovel in the manure.

This admin/council is finally standing up for the abused taxpayer/residents and the battered housing stock, helping to create the potential to revitalize our local economy. That's what pride is all about. Who says their way isn't working? Patience is key.

There was a lot going on in Pottstown last Saturday, so if Mark Gibson wants to give up, (and I doubt that very much), he'll be missed. But maybe some people are just tired of cleaning up after nasty tenants and it's time for the borough to send an even clearer message to slumlords? That's what I call making nice in Pottstown.

Former councils and admin's backed your horse for years, (obviously they didn't notice it was dead), and the legacy they left the current leaders to figure out what to do with the by products of a horse that was allowed to gorge itself up to the end.

I know people in Pottstown who own rental properties. They also live in Pottstown. They have no problem with the borough ordinances. I’ve read them, none of them are unreasonable. The only people that I can see that would have a problem are those people who do not want to be responsible for their property. I would guess that the slumlords, who don’t live in Pottstown, would feel very different if these types of properties were next door to their homes.
To say that the borough should "play nice" with bad landlords is ludicrous. Why should they? Why is the borough wrong for expecting that taxes or water bills to be paid? Why is the borough wrong for thinking that a property should not be trashed? Why is the borough wrong for ousting criminals? “What is the advantage to the borough of playing nice?

I do know Mark Gibson and why cause him any further umbrage? He’s just disappointed and a little discouraged. It happens to the best of us… What IS also sad is that I was the only "volunteer", until my friend joined us about an hour into the clean-up, that showed up at the firehouse. We had about 2 dozen of Judge Kropp's "kids" and several police officers that attended the clean-up. I cut out around 11AM to plant some veggies in the Community Garden. So I tried to support both events. I've lived in Pottstown now for 5 years and I've participated 4 of those years. It's absolutely true what Mark said. It's the same people time and time again organizing and contributing to these events and you get worn out. The other problem, Pottstown needs a community calendar so we can better coordinate events. It seems like there are conflicting events each weekend. Not sure who can solve that one…
FYI-There's another event coming up this Sat. at the Washington/Chestnut St. Park starting at 10am. For the past 3 years I have been coordinating a "Garden Party" which is sponsored by Colonial Gardens and Genesis Housing. If anyone can spare the 1.5 hours to help beautify the park, it will be greatly appreciated. If you plan to attend please drop me a line at vivapottstown@hotmail.com.

First of All Immature comments are not received by the "normal" person, they are just browsed over and ignored. Furthermore, has it escaped anyone that the "PROBLEM" with Pottstown is it's leadership? The mayor is a die hard supporter of addicts and methodone clinics. Hence, the issues we have today with crime. She is also a "bleeding heart" when it comes to the depressed individual who turns to these vices. I'm no expert by any means, but I have lived in Philadelphia my entire life as well as other parts of our great country. That being said, I have NEVER wanted to escape from a town as badly as I have wanted to escape here. I am qualified as a 1st time homebuyer. I will tell you this, I will NEVER buy a home here and I feel for the people who already did. The police department is rude to its citizens and it doesn't matter if your the victim of the crime or the perp. I respect Golden for what they are doing. I myself rented from DEB before the fire at her High street residence. In my opinion, I gaurantee you the tenants crack pipes lit that place ablaze. She writes her eviction letters on looseleaf paper (true story) as this actually happened to a friend of mine. On the flip side, not ALL renters are bad. Some of the comments made here are slightly slanderous and discriminitory to sec 8 renters. It's embarrassing enough to have to rely on the government for help in the 1st place. Most of you don't deserve the help and you ruin it for those who do......

Remember Jason Bobst signed a contract with the Borough on his initial employment. If I am not mistaken, that contract stated he needed to live within 5 miles of Pottstown. Get rid of the recovery houses (of which we have many) and the methodone clinic, which attracts drug addicts like a bug to a flame and perhaps we can rebuild and heal. The slumlords see these people as instant profit. In fact, they pay they're rent for 6 months or more until they're addicted again and totally shirk their rental payments. This gives the slumlord an instant turn over of the property and again he collects deposits and more rent from the new tennant. It's a revolving door that pads their pockets and OUR administration is allowing this to happen. Does anyone drive the street and go 10 ft without seeing a drug deal or a mentally challenged person? No, I dont think so. In fact most Pottstown residents are not born and raised. They were dumped here by some recovery program or judge. Sad actually. Reports to the police chief by citizens about illegal activity goes un answered, in fact its completely ignored. I believe right about now you should be looking to the citizens to be your eyes and ears on the street. Jason Bobst is not the problem. Its the ideas implemented by the current administation that makes the entire community suffer. Next time we vote, we need to vote out the current and vote in people who will combat our very issues were speaking about here. Strict conditions on parolees who reside in our town. Move the rehabs out ! Are we really making that much revenue from them? In the end theyre costing us money. ENFORCE ALL PROPERTY OWNERS TO CLEAN UP !

It's one of the more insidious kinds of discrimination because exclusionary zoning continues to compound the problems of the poor and needy and should be abolished. Racial isolation through zoning fuels inequalities in education, employment, culture, and personal networks, because these aspects are directly tied to location.

It's no accident that you don't have the same proportion of drug addicts, poor and needy in Limerick Deb, if there are any at all. It's by design of your township zoning. Don't be a hypocrite, it's ugly.

Not all renters are innocent. My friend had an older couple in is house & they trashed the place. The old bat who rented caused trouble for the block. She finally croaked & the block is quieter and folks are getting along. This was w/ a month.

Yep, but it starts and ends with the landlord. If the "landlord" had been attentive, dropping by once a week to putz around the yard, get to know the woman who lived in his house - GUESS WHAT? That disaster could have been prevented. If the landlord built a lease that spelled out the behaviors that would call for immediate eviction - how smart would that have been?

But then, if the landlord were that conscientious they would also have to be conscientious about safety and repairs. Sometimes they choose to rent to people they know are not going to complain about their living conditions and in return, they turn a blind eye to the destruction plied by their tenants. In the end, they make off with the tenants deposit money and the circle of predatory property management is complete....NEXT!

I don't find a lot of compassion for people who have the ability to do the right things but choose not to. They kind of get what they get - right Deb? But by the same token, the neighbors on that block had to suffer the ills of a bad decision, bad management from that landlord and that just isn't where it's at. When your decisions infringe on the rights of others to quiet enjoyment of their own homes, it's a problem and the buck stops with the landlord.

Vet your prospective tenants well. You have a lot more on the line than meets the eye. Neglectful management is the onus of the landlord.

Deb, you just aren't that $$ or good looking, don't flatter yourself.

I apologize to the readers. The $700,000 that I was discussing was reported in june 2011. I re-read the article. It looks like Pottstown was charging over $750,000 A YEAR for 7 YEARS. This is over $5 million. What happens if the Borough needs to pay this back? Katy's yearly taxes will be more than her home is worth. Of course the Borough has insurance.

The Western Montgomery Landlords have deeper pockets than any attorney that would represent you. Game on.

Local developer Frank McLaughlin has filed suit against Pottstown Borough alleging that for the past seven years the borough has been collecting permit fees it was not authorized to issue. The lawsuit estimates that the borough has collected between $750,000 and $1 million per year in permit fees. According to the suit, the borough failed to pass an ordinance re-authorizing Pottstown to issue permits for items such as roof and siding replacements after the Pennsylvania General Assembly adopted changes to the Uniform Construction Code. The suit also charges that local developers and others have been prosecuted by the borough for doing work without certain permits, even though the borough has not re-authorized itself to issue the permits. The lawsuit also alleges that the fire marshal who has conducted reviews and inspections for the borough has never been certified by the state to act in that role.

Sure, Deb, I'm happy to tell you that his fees were so ridiculously reasonable that I never once had to consider pimping to cover the cost. He's sharp and he loves his chosen areas of expertise. But hey, what would you expect from a rising star who was chosen a PA SuperLawyer?

Initially the plaintiff, in his defamation lawsuit, may have been a tad bit misguided as he had inadvertently, (I'm sure), filed an erroneous lawsuit. Perhaps he hadn't thought to consult with his own lawyer to define the legal perimeters of defamation? I've no doubt that if he had his attorney could have saved him the filing fees...but nevertheless, I applaud the plaintiff, he was smart enough to understand the ramifications of pursuing the lawsuit, once my attorney explained it to him.

He withdrew the lawsuit - in what proves to be a very smart, (maybe smarter than most in his field), preservation of business and personal assets decision, and he agreed to work with me and the community to improve the quality of the rental properties in his purview. What more can we ask for?

I don't need his money, just his agreement to be conscientious and thoughtful in the work he has chosen -be honest, cheerful, follow the rules...simple things, really.

What a great turnout last night for the landlords. 77 landlords, 9 new faces. 68 of the landlords own a property in Pottstown. Thanks to the restaurant. Again great food and great service. My late grandmother once gave me a quick lesson on the moon and I am extremely grateful to her for that. It's rather simple but if you listen up, this information may change your life as it has mine. The moon cycles once a month and comes up over the horizon roughly one hour later every day. If the light area is to the left, it is "leaving" but if it is the the right, it is "returning" to full. I remember watching the moon when I lived out in the high desert, and when it would start to reach full at just the right time of the night, it was like a calling to head out into the badlands for a camp out. I miss the moon being that important in my life, and I miss my Grandma too. I miss the simple things even though I have a good life here, and I think the main reason why is because there are just to many people here. There are good people and bad people everywhere, but just like traffic the more you have, the more you run into the ugly side of humanity.

Everyone needs to realize that ALL landlords can rent their apartments to ANYONE they wish.

This includes:

criminals, drug addicts, sex offenders, section 8, white, black, male, female, 18 years old, 80 years old, a murderer who did 30 years and just got released, a sex offender who did 10 years and is now on Meghans list, a drug addict that just got out of rehab for the 5th time, a section 8 single mom who doesn't work and has 5 kids, a single man who doesn't work and collects ss checks.

There is NOTHING anyone can do about it. It is the landlords choice. You don't believe me - call fair housing in Glenside.

Wow! Finally, a landlord with the “cojones” to just come right out and say it. I would love to pick your brain a little bit and study your business model. See, over the last few years I have worked hard to develop good relationships with the landlords on my block (500 block Chestnut St.). Some are more receptive then others, but currently I have 5 landlords in my immediate area that I give updates to on their properties if my husband or I should see any non-sense. Non-sense includes, drug deals, fights, warrant sweeps or just plain noise and nuisance complaints at their properties. Of course, we are also obligated to call the police to the residence if we see the more sever infractions, but as a courtesy, I also bring the landlord into the loop.

These police calls made by me and my neighbors have actually helped 2 of the landlords to evict nuisance, deadbeat tenants. So, back to your business model, based on the turnaround I’ve seen in a few of the rentals on my block (I’d like to emphasize, I don’t think all renters or landlords are evil) and speaking with these landlords, the amount of money re-invested time and time again to fix the residence, pay for garbage and furniture removal and down time in between tenants, what does that profit margin look like? Even if you are a gazillionaire, it just doesn’t make good economic sense; I believe the law of diminishing returns may apply here. I’m no Economist, but I am a Scientist and I’m pretty good with numbers and I just envision a lot of red on that balance sheet.

Note, that it does not mention persons with criminal records, sex offenders, child molesters or illicit drug users as a protected group. In fact, HUD clearly states there is no special dispensation for “a person who is a direct threat to the health or safety of others or who currently uses illegal drugs”(see source above). So here’s my issue, if you are purposefully targeting criminals, sexual deviants and illicit drug users, then you are intentionally putting good, hard working, law abiding citizens and their children at risk. If you readily accept their rent and allow tenants to remain in your property while dealing drugs or breaking laws, then you are complicit, and there can be legal ramifications, and not just civil, criminal as well. Choosing tenants is absolutely under your discretion, but don’t use the Fair Housing Act as a scapegoat.

Anna - if you bought at the peak of the market (2004-2007) you are losing your shirt in Pottstown. If you bought between (2000-2003 or 2008) you are doing ok. If you bought before 2000 or 2009 to now you are doing well. This assumes you didnt over pay and know how to run a business. If tenants damage the home and If you don't sue the tenants for every penny you don't know how to run a business. I learned this from the most successful landlord in the area. The goal of the landlord is to wait until housing prices increase and sell at a profit because the tenants pay the mortgage. It is a business that takes time to make real money and you need to at least breakeven until you sell. Many landlords in Pottstown are gazillionaires and do this for tax advantages. They don't care if they make any money.

Very good information Anna!! Homeowners on our block have had reasonably good success communicating directly with the landlords on our block too. Not everyone is happy to hear from us but they generally get with the program.

Keith, question: A landlord can sue the tenants until the cows come home, if you win you will get a judgment saying they owe you the money, nothing more. The court won't force them to make payments or anything like that. When most are unstable and have no jobs how do you ever collect? I don't see how it becomes profitable from that angle?

Keith, I have no reason to doubt that you are a good businessman, I just find this whole dynamic bizarre. Why would any landlord purposely sabotage their earning power by habitually renting to the same caliber of individual. If the major payoff comes after selling your property for a profit, is it really worth the pain in the butt of evictions, renovations and potential lawyer and court costs. Perhaps if it occurred occasionally, but my husband and I have new neighbors every 4-6 months from 3 rental properties on my block. And as far as civil suits, most of the tenants are destitute or barely able to scrape by, how much do you expect to recover? I think the real question is, are the landlords of these properties negligent, apathetic or diabolical?

Anna - To answer your question - What is better - to wait 3-6 months for "hopefully" the right tenant or take a chance on an average tenant today? It is a tough question in Pottstown with the potential tenants. It is a pain with evictions and rehabbing the units. This is why it is necessary the tenant has a job or receives housing assistance. Some of the Judgments will never be recovered. Others you can attach wages, bank accounts, etc. Some landlords execute the Judgment on cars (even if there are liens), computers, tv. I do not have time for this but there are landlords in Pottstown that have many cars, bikes, tvs etc to pay for these judgments. The landlords who are more knowledgable than I on this subject teach the new landlords. There is also a do not rent list in Pottstown.

Goldencockroach - the courts will allow the landlord to attach wages (assuming they have a job). Judgments never go away if they are renewed every 5 years at the Montco court house. Interest can be charged on the judgment. Attorney fees can be charged after the judgment or before judgment if lease states this

Here are a few items you should know and Jason we know you read this so feel free to respond and correct any errors.

There are approximately 20,000 residents in Pottstown, 4000-5000 residential properties, 44% rental properties, 15-20% unemployment, downtown businesses are empty, crime is high, and taxes for a $75,000 pottstown home are the same as a $200,000 home in Limerick. So needless to say there are a lot of issues.
In todays Mercury Newspaper Jason doesn't address unemployment, crime, lack of business. He addresses a problem but a very small problem. Blight. 50 total homes are on the blight list. 50 of 5000. Can you say 1%. Unemployment 15% - Not addresses. Taxes affect 100% of residents- not addressed. Probably 25% of High streets stores unoccupied - not addressed. 44% rental properties - Jason has no repore with the landlords/investors.

He would rather cater to loud mouth activists that equal about 1/2 of 1 % of the total Pottstown residents.
Is he a smart man? you decide. He is your problem in August. In our opinion he failed the residents of Pottstown.

Western Montgomery County Landlords are meeting this Thurs at 6:00pm. Usual location. Last minute addition : One of the realtors in the group was able to secure a Norristown attorney who is recently in the news. You will be pleasantly surprised by the section 8 update. It's just hard for me to understand what the motivation behind some of these mean and outright totally disrespectful comments really is. Hyy97 - I guess the feeling is if you were a local landlord you would support other landlords not Katy. No matter what you think of the comments by people other than Katy on this blog, the bias views of Katy should not be supported by any small business owner. She attempts to ruin these small business owners and also careers of realtors. What do you think one of motivating factors that drove Jason away from Pottstown? Katy is disliked and not respected by the Borough employees and town leaders. She disrespects them in a public forum when they are just trying to earn a living to feed their families. Anyone who is a supporter of Katy is an enemy of the small business owners. By people on this site exposing her antics allows the Borough employees, leaders and citizens realize the truth. She can kick and scream all she wants, but the truth is the truth. Pottstown rentals are growing by leaps and bounds. Section 8 is growing. Foreclosures are happening with no new buyers. The towns real estate values keep going lower. All of this and you hook your wagon to Katy attacking landlords instead of trying to help the town in a positive way. By the way, Katy's actions hurt the town, hurt the local government and destroyed housing values on her block. Katy, you should know there was a intersted buyer w/ money to rehab the apts for sale at Washington and King. They stopped the discussion with the realtor because they didnt want to deal with you. I was hoping otherwise, but I guess the "olive branch" was just another way of...what is your agenda again? I don't think it is too far of a stretch to think that decent and honest landlords (such as myself) would want to work with GC and the borough. That is why I thought you extended the olive branch in the first place, right? As far as Jason Bobst is concerned, I think I know him a little better than you do and you are dead wrong. Sure, the situation may have been a motivating factor, but his actions clearly showed which side he was on...very clearly if fact.

I feel fairly confident that your "top secret" meetings are not happening anywhere, on any Thursday, but if they are, they are in a public place, so why not disclose their location? I promise to behave myself and keep an open mind.

There are many decent and honest landlords who belong to our association and others that don't who would never work with Golden Cockroach. The negative energy she emits is the reason her life at 55 +/- is horrible. Because Jason made a poor choice he and others were publicly exposed. This has led to resignations as we all know too well. You can believe whatever you wish about us. Do you really think in a town with 45% rental properties there is no organized group? Although not everyone owns in Pottstown, the majority own at least a few units in Pottstown. If you want to be the lone landlord that sides on the side of evil, feel free. We don't need you and you won't be missed.

The bottom line is there will be more lawsuits against Goldencockroach and her defense team will eventually get frustrated with her antics. When the day is over and we all go to bed, I know I hear complete silence. I wake to the birds. If I lived in the ghetto I would go to bed fearing for my life and wake up hoping I survive the next day. So whatever you or others do or say at least I know I live in a peaceful place, have a job, have an education and not have bias against the elderly, poor and disabled. Sometimes you should do a little research of whom you support.

Michael - You could have the most beautiful property in perfect shape but if the tenant doesn't have the rent money they will fabricate a story that you are a slumlord. They will damage your home and blame you. They will call Goldencockroach and without any proof you will be called a slumlord. Goldencockroach is the judge and jury of Pottstown. Unless you want to give your home away (sell it for $10,000) you have little chance of selling it. The investors with any money are buying outside Pottstown and no homeowner who can afford a home would buy in Pottstown. The towns leaders and people like Goldencockroach have ruined the town but they are to naive to realize it. Your only hope is to rent to a section 8 tenant and have the Government pay you. We are trying to make Pottstown the section 8 capital of Pennsylvania. Good luck

Michael - please disregard the local crazy. Go with background and credit checks if you rent a property out. Get and confirm a previous landlord reference. It is not hard to rent to responsible tenants, you just have to do some due diligence. Something many of the amusingly angry absentee landlords fail, or refuse, to do. Shouldn't cost you more than $50, and you can consider charging a perspective tenant for the crdit&BG check, and refund them if they sign the lease. Consider it a wise investment.

...and I am not BSDetector as Jeremy-Deb would portray here. As far as I know she is the only one that assumes multiple identities so it looks, to the causal observer, as though she has a large support base. BSDetector is right about thorough background checks. But I will add a few additional measures that will make your renting experience a much better one:

Build your expectations into your lease, "causes for immediate eviction", and have the prospective tenant initial and agree to each one. Read the lease together word for word before they sign. But also understand that if you expect the tenant to mow the grass, pickup litter, etc., if they don't YOU can be held accountable. Then, don't just collect the rent money and disappear, design a maintenance schedule and let the tenants know, up front, before they sign the lease that you will be a "hands on" landlord. With 24 hour notice the tenant is obligated to let you into the property to change furnace filters, check smoke and co detectors, etc. You can find multiple reasons to keep tabs on your property while developing a relationship with your tenants. That's what good landlords do.

Breaking news. As you all know Katherine Jackson (Katy) AKA Goldencockroach sued the Borough of Pottstown and owners of a rental property near her home. Got a call saying the Boro of Pottstown demanded a jury trial and filed a crossclaim. Hope this is true.

Katy - if I have any information wrong please correct me since I received it second hand.

This is big news. The Boro is standing up to this bully. Affinity stood tall against her and it looks like Joshua will be pursuing action against her.

Michael J. - the Rental Housing Ordinance requires you to have a "Designated Responsible Agent" in P.town ONLY if you reside out of town. If you don't live out of town I recommend managing your own property. Even if you do live out of town remain involved with your tenants and your property. MCCC offers a course in property management.

What I've seen and what I've heard from renters, vetting an agent to handle your property is as important as vetting prospective tenants. You will not be abdicated from legal responsibility for your property just because you have an agent so "responsible" becomes the operative.

PA requires property managers to hold a brokers license. Does a brokers license guarantee that all property managers are educated and motivated to do the best job for you? Not in my experience. Does it guarantee that the individual agents conduct their own rental businesses with integrity? Not in my experience. That's not to say that there are no good managers in P.town, only that our paths have not yet crossed.

You definitely want to check credentials, references, use the prothonotary link on the golden cockroach to check for civil suits too. Tax liens and default judgements are a big clue. Even an affiliation with the "big box" brand of real estate corporations is no guarantee.

My best advice is ask around, check up on the agency and thoroughly check up on the agent(s) you have in mind.

Just heard Pottstown Borough got caught with favortism to a Borough resident. Lisa M is conducting a business out of her residential zoned home. A neighbor complained and the Borough is not stopping Lisa eventhough it is a zoning violation. The neighbor turned to his landlord for help and this is why we are involved. Great news! w/ the idea of charging home owners for police calls makes sense. I wonder though; what would happen if someone had a sign on their fence in front of their yard, that read something like; "call the cops if you see trouble". If the cops were called every other day would the person who posted the sign have to pay for the cops? I hope they do; I mean would.

So GC - if the banks are not providing mortgages in Pottstown and investors are defaulting of loans, who do you blame. You must start with Boro council. Pottstown real estate market fell into the black hole when the rental registration started. I TOLD YOU THIS WOULD HAPPEN. So now what? The New York investors who have been buying a few apartment buildings will now pay CASH for the single family homes. I again told you homes will sell for $10k-$20k. In 2011 and 2012 many homes dropped to this level. How come my predictions come true? I am glad I don't live in the hell hole called Pottstown. So the apartment building at King and Washington is listed for $500k. Bet it sells for $175k to a NY investor.

It is great that the landlords always win. They want out of Pottstown, they give house back to bank. New investor comes into town and buys the house for next to nothing. Section 8 tenants want to move out of Norristown and come to Pottstown. Too bad Jason and council didn't listen to the landlords in 2010. They thought they knew more than the landlords. I guess by the current state of Pottstown they were wrong. When will the homeowners tell council to listen to the landlords? Until that day Pottstown will be torn apart one little piece at a time.

Katy, I was told what your FB reads. It read that the old bldg that housed hookers & drug dealers, now that investors will buy it; will kick them out. Bad for business. Yet you still have an issue w/ landlords. I don't own any homes. Heck I don't own a car; I'm an indigent. You don't want hookers & drug dealers yet you don't want landlords! I agree, it's clear that Ptown leaders don't want investors like Deb & Doug Campbell, Joshua Owheya, Alan Childs, Ken Kaufman, the people that own Loto's and hundreds more like them. Maybe the new rental ordinance made that clear but maybe the town leaders need to make it even more clear. I consider myself a good investor, pay the taxes and fees, keep my properties in good shape and rent to good people. I'm all for strengthening and enforcing the laws and running these people out of town because they do me no favor. If I had to pick sides, and maybe I do, I'm picking the people that are speaking up for Pottstown. I don't appreciate the ugly comments on the patch but whoever you are, you all sound like losers.
You can lick my feet because in the end, I'll succeed where you will not.

Excuse me? I guarantee you're not very smart. If this is Deb Campbell, like some people think, then you know who I am. I was introduced to you at a meeting of the MCIG last fall. I can't help but think the derogatory comments are yours because that's how I remember you in person. You aren't doing the good investors in the group any favors with these idiotic comments.

I haven't been to a meeting for quite a while but I plan on being there on the 28th. I don't know if you still go to the meetings? If you do, I'll see you there and I'd like a chance to talk to you about all this. See you then.
