11 Arrested in Prostitution Sting

Norristown police partnered with Pennsylvania state police to do a prostitution enforcement detail in Norristown on Friday.

The Norristown police department worked with Pennsylvania state police to run a prostitution enforcement detail where they made 11 arrests around the location of West Main Street and Knox Street on Norristown on Friday evening, where a female undercover officer posed as a prostitute, according to Norristown police.

Out of the eleven people arrested after allegedly offering compensation to the undercover officer for sexual acts, one was a juvenile, according to police. Law enforcement also seized drugs as a result of at least one of the arrests, according to police. The sting, which began around 10 p.m., took place around the same location as a similar prostitution sting in November of 2012.

According to a Norristown police report, the area is considered to be “a high prostitution area.”

Here are descriptions of some of the arrests, from around the time of 10 p.m. and after, according to Norristown police reports:

-A man, William Carter, approached the undercover officer on foot. After some conversation Carter allegedly asked the woman to perform two sexual acts for $30. As law enforcement moved towards Carter he tried to run away, after which law enforcement chased him briefly and took him into custody. Carter was taken to the Norristown police station for processing and was released with plans to summon him.

-A white Jeep pulled over to the 200 block of Knox Street and the driver blew the horn to get the undercover officer’s attention while driving by. The driver parked the car in the parking lot of a nearby hotel at the 800 block of West Main Street. A man, identified as Buford Foote, came out of the vehicle and they began to talk. Foote offered the woman $40 for oral sex. Law enforcement took him into custody and taken to the Norristown police station for processing, then released him with plans to summon him.

-A man in a Dodge SUV pulled up into a parking lot at the 200 block of Knox Street  of a hotel located on the 800 block of West Main Street. The man driving, Edward Frazier, offered the undercover officer $40 for intercourse and oral sex. Officers took Frazier into custody and noticed in plain sight inside of the vehicle a small plastic bad containing a white substance suspected to be cocaine, as well as a plastic bag containing a substance suspected to be marijuana. The vehicle was towed and searched. Frazier was taken to the Norristown police station. The substances found in the vehicle tested positive for cocaine and marijuana.

-A green Toyota car pulled up to the intersection of Knox and West Main Streets and a man called out to the undercover officer, who walked over to the car. The driver, identified as Victor Altamirando-Morales, and the officer began to talk, and he offered her $20 for intercourse. Law enforcement took him into custody and taken to the Norristown police station for processing, then was released with plans to summon him.

-A Dodge car pulled up to the 200 block of Knox Street where driver Jaime Gomez-Ramirez offered the undercover officer $20 for intercourse. Law enforcement took him into custody and taken to the Norristown police station for processing, then was released with plans to summon him.

-An Oldsmobile car pulled up to the 200 block of Knox Street and a man in a passenger’s seat summoned the undercover officer over, and she started conversing with the male driver, Rickard Klicka. Klicka offered her $100 and marijuana for intercourse.  Law enforcement took him into custody and taken to the Norristown police station for processing, then was released with plans to summon him.

-A Mitsubishi car pulled up to the 200 block of Knox Street and the driver summoned the undercover officer over. They spoke, and the driver, Alfredo Fortanel-Pachecho, offered the officer $20 for intercourse. Law enforcement took him into custody and taken to the Norristown police station for processing, then was released with plans to summon him.

-A Chrysler minivan pulled up to Knox Street and West Main Street. The driver, Edwin Canseco-Lopez, called out to the undercover officer, who came over, and they began to converse. Canseco-Lopez offered her $20 for intercourse. Law enforcement took him into custody and taken to the Norristown police station for processing, then was released with plans to summon him.
